What is the “safest” standard for general all round riding?

PAS 015:2011has a higher pass criteria than all other standards for general riding. It requires more test samples for flat impact testing, and has a higher pass requirement for this and also penetration testing than all other standards. SNELL E2021 has the greatest crush test requirement, but has a lower test requirement on flat impact testing which can be over 20% lower than PAS 015:2011 😮
